Environmental Safety

China's ministries of public security and environmental protection have vowed to cooperate closer when dealing with environmental crimes and punishing wrongdoers. A document on coordinating environmental protection and law enforcement efforts was drafted by the two ministries and made public in December 2013. According to the document, environmental protection departments should make greater efforts to uncover environmental violations, strengthen the monitoring of waste-producing companies and impose administrative punishments on violators. Meanwhile, police departments were urged to investigate environmental pollution cases that are severe enough to be considered crimes.

Economies Remain Resilient
The African continent maintained relatively strong economic growth in 2013 despite the inevitable effects of the doldrums in Europe and the United States. The International Monetary Fund (IMF) predicted the region would grow by an average of 6 percent in 2014. Major contributors to Africa's economic growth are a relatively stable political situation, growing international trade, especially trade with emerging markets, and a trend toward economic diversification. "China has become, for example, the most important trading partner for Sub-Sahara Africa and it has helped through the last few years by providing a robust market for African exports," said Antoinette Sayeh, Director of the IMF's Africa Department.
Botswana
Least Corrupt Country
Berlin-based international non-government organization, Transparency International (TI) has ranked Botswana the least corrupt country in Africa for the 18th year in a row. TI places Botswana 30th out of 177 countries and regions and the first in all African countries in its latest corruption perception index survey released recently. The country was also ranked 30th in 2012 and 32nd in 2011. According to the report, Botswana had an overall score of 64 compared to 65 in 2012 and was the only country to score above 60 in Africa.

Cotton-Producing Cooperation
China will expand its cooperation program with the group of four major African cotton-producing countries, or the C4, namely Benin, Burkina Faso, Chad and Mali, in production, processing and logistics of the cotton industry, said Chinese Minister of Commerce Gao Hucheng recently. The agreement is the follow-up of a cooperation program that started in 2011 at the eighth WTO Ministerial Conference. The cotton production in the four countries roughly accounts for 15 percent of the world's cotton exports. Based on the previous program, practi-cal measures will be taken to conduct more effective and diversified cooperation under the framework of South-South cooperation. China will also increase assistance in infrastructure construction, production materials, technology training, research and transportation, as well as encouraging the establishment of joint ventures between Chinese and African companies, all of which will be carried out by the end of 2014, according to the agreement.

Blood Center
World athletics governing body IAAF (International Association of Athletics Federations) and Kenyan Government are to build a blood center to hold and test blood and urine samples from regional athletes starting January 2014. Athletics Kenya (AK) President Isaiah Kiplagat confirmed that the plans are at an advanced stage to start building a laboratory to be used as the blood center, in their fight against doping. "The blood center will serve Ethiopia, Kenya, Uganda, Rwanda and the Central Africa region," said Kiplagat. "This will reduce the cost and time it takes to get results whenever we take our samples to Germany or South Africa."

Launching of 32-Meter Telescope
Ghana is preparing to launch a 32-meter telescope which will be part of the network of African Radio Astronomy telescopes, Joseph Oteng-Agyei, Minister of Environment, Science, Technology and Innovation of the country, announced in December 2013. It will be used for hi-tech scientific research and perhaps future planet discoveries as well as giving career opportunities to students in pure sciences and engineering, the minister added. Oteng- Agyei explained that the launching of the 32-meter telescope as well as the launching of other such national telescopes across the continent would give the world a clear signal.

Peacekeepers Busy

The first batch of 135 Chinese peacekeepers in Mali conducted the mission's first defense drilling operation to improve their emergency handling capabilities, according to the Chinese Ministry of National Defense recently. China sent the peacekeepers to Mali in early December, marking the first time the country has dispatched security forces for such a mission. They are the advance troops of a 395-strong force that China will send to Mali at the request of the United Nations. The team will be tasked with repairing roads and bridges, airport runways and facilities at camps, safeguarding the security of mission headquarters, and providing medical treatment and epidemic prevention.

Lunar Program
China plans to launch lunar probe Chang'e-5 in 2017, according to the State Administration of Science, Technology and Industry for National Defense. The development of Chang'e-5 is proceeding smoothly, said the administration's spokesman Wu Zhijian recently. The just-concluded Chang'e-3 mission marked completion of the second phase of the country's lunar program, which includes orbiting, landing and returning to Earth. The lunar program will enter the next stage of unmanned sampling and returning, which will include Chang'e-5 and Chang'e-6 missions. As the backup probe of Chang'e-3, Chang'e-4 will be adapted to verify technologies for Chang'e-5, according to Wu.

Mapping the Future
The annual Central Economic Work Conference was held on December 10, 2013 amid calls for stronger and more concrete reform efforts. The meeting reviewed China's economic progress in 2013 and suggested plans for 2014, an important year for carrying out the reform blueprint adopted in November. Li Yang, Vice President of the Chinese Academy of Social Sciences, said China cannot wait any longer to transform its pattern of growth, and economic policies should focus on quality growth and efficiency instead of bailouts and high-speed growth in the short term. Economists said that China's economy has entered a new era of structural slowdown, and the rate of economic growth is likely to decrease to less than 6 percent by the end of 2030." The structural slowdown is not a concern by itself, but it requires an adjustment of the macroeconomic policy framework," Li said.

Strengthen Security Cooperation
Chinese State Councilor Yang Jiechi said in December 2013 that BRICS (Brazil, Russia, India, China and South Africa) nations should strengthen cooperation and coordination to play their roles in safeguarding international and regional peace and stability. Yang made the remarks when attending a meeting of BRICS senior representatives on national security held in South Africa's Cape Town, saying that the world is undergoing profound and complicated changes and facing new security challenges. He also said cyber and information security is vital to national security and social stability, and thus BRICS members should jointly promote information security, and solve cyber disputes through negotiation.

Emergency Broadcast Center
A national emergency broadcast center opened in China in December 2013, as the country looks to speed up the construction of a nationwide radio network for transmitting rescue and relief information in disaster-hit regions. Under China National Radio, the China National Emergency Broadcasting Center is responsible for setting up an emergency broadcast system and building a radio network that links central authorities to communitylevel offices. The plan was inspired by a similar but smaller-scale radio network set up after a 7.0-magnitude earthquake that hit Lushan in southwest China's Sichuan Province on April 20, 2013. The radio service will broadcast government relief measures and secondary warnings to disaster-stricken areas via loudspeakers, AM radio frequencies and satellite facilities.

China's Zheng Zhi beat Javad Nekounam of Iran and Ha Dae-Sung from South Korea to win the Asian Player of the Year award in 2013. The 33-year-old, captain for his club Guangzhou Evergrande and the country's national team, said it was a "special feeling" to win the Asian Football Confederation prize after a distinguished career at home and in Europe.
Goodbye Madiba
Late South African President Nelson Mandela passed away on December 5. His funeral service ended in his ancestral village of Qunu in Eastern Cape on December 15, 2013. President of South Africa Jacob Zuma said Africa is committed to carrying forward Mandela's legacy after the official funeral ceremony of the country's former president. Politician leaders from Africa also paid tribute to Mandela, South Africa's first black president and the world's anti-apartheid icon.
