The 12th Five-Year Plan is a focus of concern for every CPPCC member. For me, a military officer, I am concerned with the coordinative development between the army and local governments and between military and civilians. Since China's army is independent from local government, there is no joint command body of army and local government in dealing with emergencies in areas of public health and natural disaster, which frequently occurred in recent years. The State Council and the military have their independent systems in dealing with emergencies.
Such a discrete management system also wastes human and sci-tech resources. Previously, we seldom consider the need of war while planning economic development. Now, we should change our mind. For instance, while constructing wharfs and roads, we need to consider whether these infrastructures can be used for aircraft to take off or land.
We are now in the peace period. But I think, we should make preparation for adopting more active defense measures.
