Located next to the scenic Songhuajiang River in Harbin, the ice city in northeast China, Harbin Engineering University (HEU) is a national key university and one of the first "Project 211" universities, a project aimed at cultivating high-level elite for national economic and social development strategies initiated in 1995.
The predecessor of HEU is PLA Military Engineering Institute (HME), which was established in 1953. Based on the institute, Harbin Ship Engineering Institute was founded separately in 1970, and was designated as a national key university by the State Council in 1978. It was authorized to be one in the first group of universities to award master and doctoral degrees in 1982. In 1994, it was renamed Harbin Engineering University.
Covering an area of 1.26 million square meters, the university now has 18 colleges, four teaching departments/centers, over 40 research institutes and more than 150 laboratories. There are three national key disciplines (underwater acoustic engineering; design and manufacture of ships and marine structures; and navigation, guidance and control), seven key national defense disciplines and 24 provincial and ministerial key disciplines.
The university now employs 1,800 full-time teachers. It has been expanding its cooperation and exchange with international institutions, establishing friendly cooperative relationships with over 100 universities in more than 20 countries and regions. There are now 806 foreign students studying in the university.
